Abstract

The present paper addresses the issue of water governance, defining the term and addressing certain aspects of governance. Legal issues related to the topic are briefly reviewed and questions are discussed regarding trends in moving from a governability approach (focused on government action) to a governance approach (taking into account the society as a whole). Statistical data from international standards are used to compare countries with respect to their progress or status in the area of governance.
