Wetlands and environmental governance as an approach to their planning-management. Situation in Argentina

Abstract

This paper presents an investigation on the state of the Wetlands, as a planning and management unit, based on a case study in Argentina. It is conceptually based on the approach observed in Traba (2020), which is reviewed synthetically because it also provides the methodological framework to the survey carried out. This proposal is based on Governance as an approach for public policies and socio-institutional participation processes, applied to socio-environmental scenarios, in this case the Wetlands as a territorial/environmental unit, within the framework of a Basin.

The process consisted of a survey of sites of interest with a web form prepared based on the criteria for analyzing those processes that emerge from the aforementioned work. The contacts were local referents, a central management level on these issues, who were in charge of or participated in institutional spaces or devices where their management is carried out.

The highlights detected end up affirming, by presence or absence, the relevance of the “success” factors in those scenarios, that is, those conditions that allow achieving the objectives of society as a whole. The importance of methodological issues as a basis for treating the substantive in all orders is particularly highlighted. This situation is not exactly common, it is the complex environmental scenarios that today are the axis of concern in all areas and where the local level of management must be prioritized as the axis of actions in the territory.
