Editorial Policy

Content

Interdisciplinary and transdisciplinary, consisting of contributions in the form of unpublished articles that provide original scientific and technological contributions on water resources and their environment.

 

Thematic coverage

Interdisciplinary and transdisciplinary, related to water, with thematic priority in the following areas of knowledge:

  • Water and energy.
  • Water quality.
  • Water treatment.
  • Hydro-agricultural sciences.
  • Social sciences.
  • Water management.
  • Hydrology (surface and groundwater).
  • Hydraulics

 

Contribution type

Article: scientific document that deals with and communicates for the first time the results of a successful research or innovation, whose contributions contribute to and increase current knowledge on water issues; 34 pages maximum excluding the list of references. Structure: title in English and Spanish, abstract (resumen) and keywords (palabras clave), introduction, methodology, results, discussion, conclusions, references.

 

Receipt of papers

The reception of articles is permanent through the journal's OJS (Open Journal Systems) platform. Articles must comply with the stipulations of the Contributors Guide.

Articles that are divided into parts or that are intended to be published in installments will not be accepted. This is because each paper is reviewed independently and usually by different experts in the field, which implies the possibility that some of the parts may be approved and others not, and the consequence would be, in the long run, to have published an incomplete paper.

 

Periodicity

Bimonthly edition.

The journal manages the ahead of print modality, therefore the articles are published as soon as the requested final edition files are acknowledged and the authors receive the "Accepted for publication" notice with an active DOI, but without going through a proofreading process. This publication will appear in the "Next Issues" section of our website.

 

Special issues

The journal Tecnología y ciencias del agua may publish special issues by itself or in collaboration with other journals, professional associations or publishing houses of recognized prestige related to water resources. In this case, all papers must go through the refereeing process established in this Editorial Policy.

The quality of the technical contents and scientific contributions will be taken care of.

Special issues will be published as if they were a regular issue.

 

Editorial Board

Integrated by the editor-in-chief, the editors by topic, the technical secretary and the editorial coordinator; its function is to lead the journal, guaranteeing its quality and excellence as an organ for the dissemination of knowledge on water issues. They offer their services on a pro bono basis, except for those who are part of the staff of the Mexican Institute of Water Technology (Instituto Mexicano de Tecnología del Agua).

The editor-in-chief is responsible for the general direction of the journal. He/she is an outstanding professional in the journal's field of specialty, who keeps abreast of the latest advances and developments in the scientific community, is capable of ensuring the content and quality of the material published, and has a genuine interest in the dissemination and diffusion of knowledge.

The thematic editors are high-level specialists of recognized national/international prestige in the field of scientific and technological research associated with the subject matter they will cover in the journal.

The technical secretary is the coordinator of Water Governance and Capacity Building of IMTA or its equivalent, in case there is a modification in the organizational structure of the institution.

The person responsible for the Editorial Coordination is a professional in the editorial field, with high organizational skills, experience in communication, marketing, innovation and teamwork.

 

Paper reception process

The reception of papers is permanent and the medium is the OJS platform of the journal.

Once the article is uploaded to the platform, it will be reviewed by the Editorial Coordination to ensure that it complies with the requirements requested for new submissions in the Contributors Guide; the iThenticate platform is used to corroborate that there is no plagiarism, self-plagiarism or duplicity of works in the paper. The iThenticate system issues a report on the matches found in databases and documents on the Internet. This analysis consists of a percentage of matches and a detailed report.

When the paper does not meet the requirements of the Guidelines for Contributors and/or a case of plagiarism, self-plagiarism or duplication of work is found, the article will be rejected. Authors will be informed of the reasons for rejection and will have the option to make the necessary corrections to resubmit their article.

When the work complies with the requirements of the Guidelines for Contributors and there is no case of plagiarism, self-plagiarism or duplicity of work, the authors will receive the "Acknowledgement of Receipt" and the article will be formally received by the journal.

 

Arbitration process

The arbitration process will be developed under the "double blind" arbitration modality, in such a way that both authors and reviewers do not know the data of their counterpart, in order to maintain the impartiality of the process.

All documentation associated with the arbitration process is classified as confidential; this includes the names of the arbitrators and opinions, in order to maintain the impartiality of the process, and personal data, in order to comply with applicable laws.

The refereeing process is carried out by specialists and experts with the capacity to reliably and expeditiously evaluate both the quality and the original contributions, as well as the degree of scientific and technological innovation of the material submitted for possible publication.

This participation is considered a professional contribution, made on an honorary or pro bono basis. Reviewers who participate in submitting a peer review are provided with a document for academic and professional purposes. They are invited to consult the Reviewer's Guide.

The refereeing process begins only after the authors receive the "Acknowledgement of Receipt" document, not when they upload their work to OJS.

The paper is sent to the editor-in-chief for content review. The editor-in-chief may send it to the subject editor, reject the paper, request changes, or accept it for publication. If the paper is rejected or changes are requested, the authors are informed and the editor-in-chief's comments are attached.

If the editor-in-chief considers that the work can continue with the process, he/she designates the subject editor according to the field the work deals with.

The subject editor, upon reviewing the work designated to him/her, may reject the work or decide to continue the process; if so, he/she will designate at least five reviewers.

Each paper must have at least two reviews (which may be by a referee and the subject editor) that may recommend the following: its acceptance for publication; modifications without the need to go through another review process; modifications and that it go through another review process; resubmission to another publication more in line with the subject of the paper, or rejection of the paper. Based on these recommendations and his or her own diagnosis, the thematic editor in charge issues the final opinion.

At least one of the reviewers should be from a foreign institution.

Reviewers may not belong to the same institution as the authors proposing the article for publication. In the case of a large institution with multiple faculties and departments, the reviewers appointed may be from the same institution, but not from the same department as the authors of the article.

When the opinions conflict or are inconsistent, the corresponding subject editor may rule or request the intervention of other reviewers, or of a member(s) of the Editorial Board.

If the subject editor decides that the work needs to be modified, either for resubmission to the review process or not, the existing revisions and the comments of the subject editor, if any, will be sent to the authors. Authors should send their corrected work through the OJS platform as well as a document explaining in detail how the revisions received were addressed, or not. In the case of being resubmitted to the review process, the work will go through the above mentioned again. If only modifications were required, the thematic editor will review the new version of the paper and decide whether the paper is accepted for publication or rejected.

If the paper is accepted by the subject editor for publication, the authors will receive a notification from the Editorial Coordination and will be given the necessary information to continue with the publication.

Any paper rejected by the refereeing process will not be admitted for a new review process. If the authors decide to send it again, the article must have a new title and the modifications proposed in the opinions; it will be received as a new work.

The average acceptance time -if a paper passes the refereeing process favorably- is six months. A schematic overview of the refereeing process can be found in the Workflow of the journal.

 

Final decision

The final decision issued as a result of the arbitration process is final.

 

Acceptance for publication

When a paper is accepted for publication it will follow the following process.

The Editorial Coordination will send the authors the date scheduled for publication along with the final editing requirements and the Permission to Publish document. The latter contains both the rights that the authors cede to the journal to publish their work and the rights that they retain over their article.

Authors must submit the paper in compliance with the final editing requirements and the Permission to Publish document with the signature of all authors, the signature must be autograph and/or digitally certified. When the Editorial Coordination acknowledges receipt of these files, it will send the document Accepted for publication, which includes the compilation number where the article will be published (year, volume, number).

If authors have already received the e-mail notification that their paper has been accepted for publication and do not submit the final version within two weeks, their paper will be withdrawn and must go through the refereeing process again. In case the authors need an extension for the submission of the final version, they can request it by e-mail.

Proofreading will begin two months before the publication of the compilation issue where the work is scheduled to be published. This process will be carried out in communication with the authors in order to reach a common agreement on the corrections that need to be made.

Once the authors give their approval to this process, their article will be included in the compilation issue and when the corresponding date arrives, the issue will be published.

 

Costs or fees

At no time in the process of reception, peer review, proofreading, editing and publication of the papers will any amount be charged to the authors; everything is free of charge.

 

Authors

Papers of authors of any nationality, who submit their contributions in Spanish and/or English, will be published.

When the article is accepted for publication, the authors must send the final version following the requirements that will be sent to them by the Editorial Coordination; they can send it in both languages: Spanish and English.

At the moment an article is accepted for publication, authors must sign a permission to publish, in which they cede patrimonial rights to the Mexican Institute of Water Technology (Instituto Mexicano de Tecnología del Agua), owner of the journal Tecnología y ciencias del agua. This permission extends to the use of images or photographs submitted to the journal; such material will be used only for purposes of promoting the publication or the articles themselves.

 

Modification of the authors list

The initial list of authors ―when the paper is received and when the review process begins― can only be modified during the review process; once the paper is accepted for publication, authors cannot be added or withdrawn.

To add a new author, a letter must be sent to the Editorial Coordination stating the reasons for the new addition to the work and must be signed by the initial authors and the new collaborator; this must be done only during the review process and before sending the final version.

To withdraw an author, a letter must be sent to the Editorial Coordination stating the author's decision to be withdrawn from the work and must be signed by all the authors, both the initial authors and the one interested in being withdrawn.

The signatures of these letters must be autograph and/or digitally certified.

 

Authors' responsibility

The proposal of a paper commits the author(s) not to submit it simultaneously to the consideration of other publications. In the event that the article is submitted to another medium for possible publication, the authors undertake to inform the Editorial Coordination, which will suspend the arbitration process and inform the Editorial Board of the decision taken by the authors; this same suspension will take effect if the journal Tecnología y ciencias del agua identifies and corroborates a similar situation.

The authors are responsible for the content, originality and authenticity of the articles.

Authors are responsible for the quality of the Spanish and English they use. If their writing is deficient, their contribution will be rejected. For the publication of the accepted paper, the journal Tecnología y ciencias del agua will be in charge of style correction in Spanish and/or simple revision in English, as well as editorial care.

The corresponding author is the main responsible for being aware of the communication with the editors and with the Editorial Coordination for the requests related to his/her work; this, without removing the responsibility of the rest of the authors to pay attention to the mails that the journal sends them about their article.

Authors commit themselves to carry out the adjustments indicated by the thematic editor in the time established by him/her; in case of non-compliance, the article will be withdrawn from the review process and will be considered as rejected.

Authors should be attentive to resolve any doubts and proposals presented by both the thematic editor and the Editorial Coordination.

Authors must approve the final versions to be published in the corresponding issue.

The authors of the journal accept to be part of the group of referees of the journal Tecnología y ciencias del agua, with the responsibility that this implies.

Authors should use the Guidelines for Contributors to submit their articles.

The percentage of self-citations in a paper may not exceed 20%.

If authors have already received the acceptance e-mail with changes and do not submit the corrected version within two months, their paper will be withdrawn and will have to go through the refereeing process again. Digital assets

The journal Tecnología y ciencias del agua provides a digital version of all the material published free of charge, including that of the journals that preceded it: Irrigación en MéxicoIngeniería hidráulica en México, first period; Recursos hidráulicos; and Ingeniería hidráulica en México, second period. The "Archive" section safeguards the material and forms a public access library.

The content of the electronic documents in the "Archive" section is secured for the long term and their attributes (integrity, authenticity, unalterability, accessibility) are maintained.

 

Digital preservation

To preserve the integrity of the archives related to the journal and its predecessors, the publisher (Instituto Mexicano de Tecnología del Agua) provides servers to back up the journal's website with all its archives. In addition, issues of Tecnología y ciencias del agua will be uploaded to the Internet Archive once they are formally published.

 

Interoperability protocol

The journal's website uses the OAI-PMH protocol (Open Archives Initiative-Protocol for Metadata Harvesting), which is used for the transmission of metadata on the Internet. This is done through the journal's OJS platform.

 

Code of Ethics

The work of the journal Tecnología y ciencias del agua is based on principles of impartiality, objectivity and honesty; its Code of Ethics is addressed to editors, reviewers and authors. It is based on the guidelines of the Committee on Publications Ethics (COPE). For the full version go to Code of Ethics.

 

Open access

The journal Tecnología y ciencias del agua is an open access publication.

It is published under the Creative Commons Attribution-Non-Commercial-Share-Alike 4.0 International (CC BY-NC-SA 4.0) license, which allows users to share (copy and redistribute the material in any medium or format) and adapt (remix, transform and build upon the material) under the conditions of giving the necessary attribution to the authors of the work and the journal, and no commercial use may be made of the publications. Users may consult all published material free of charge and without the need to register.

 

Discussions, erratum, corrections, retractions and deletions of published papers

The Editorial Coordination of Tecnología y ciencias del agua will consider discussions, errata, corrections, retractions and deletions of articles on its publications considering the guidelines of the Committee on Publication Ethics (COPE).

These actions will depend largely on the type and severity of the error in the data presented. All changes will be visible to users with their corresponding history (both in the DOI and on the web page).

 

Discussions

These are criticisms or comments from readers on a published work. These discussions must meet the following criteria to be considered for publication:

  • Make reference to the work published in the compilation volume or in the Upcoming Issues section.
  • The content of the critique or commentary should not be libelous or defamatory toward the authors or their institutions.
  • It should include data or evidence that serve to give validity to your comments.

The editor-in-chief will receive the discussions and will check that these criteria are met. If so, it will be forwarded to the authors for review, and they will be given the option of whether or not they wish to respond.

When the authors decide to respond to the discussion, a communication will take place between the authors of the discussion and the authors of the published paper. When the responses from both parties are satisfactory to all involved, the discussion will be published along with the response.

In case the authors decide not to respond, only the discussion and a note mentioning the lack of response will be published.

 

Erratum

They are made when an error or omission made by the Editorial Coordination after the publication of the paper must be corrected, which may affect the publication data or the reputation of the authors or the journal, but where the academic integrity of the paper remains unchanged.

Changes made will be announced to the public indicating the errors corrected in the paper.

The actions taken by the Editorial Coordination will be:

  • The correction of the paper.
  • At the end of the corrected paper, a note will be included with a link to the errata announcement.
  • The new document will be replaced in the compilation volume and a new DOI will be assigned.

 

Author's corrections

They will be made when it is necessary to correct an error or omission made by the authors that affects the publication data or the reputation of the authorship or the journal, but where the academic integrity of the work remains unchanged.

Changes made will be announced to the public, indicating the errors corrected in the document.

The actions taken by the Editorial Coordination will be:

  • The correction of the paper.
  • At the end of the corrected paper a note will be included with the link to the announcement of the correction.
  • The new document will be replaced in the compilation volume and a new DOI will be assigned.

 

Retractions

They will be undertaken to correct the publication and alert readers to papers whose content or data are so seriously flawed or erroneous that their results and conclusions cannot be relied upon, and to papers that fail to comply with professional, ethical and/or legal codes. The main purpose of retraction is to correct the publication and ensure its integrity, rather than to punish the authors.

Retraction may be considered if it is found with:

  • Clear evidence that the results are unreliable; as a result of misconduct (data fabrication or image manipulation); or for erroneous research praxis.
  • Evidence of redundant or duplicate publication.
  • Evidence of plagiarism.
  • Fraudulent authorship.
  • Manipulation of peer review.
  • Unethical research or research that breaks ethical codes of the profession.
  • Copyright infringement, defamation, privacy, illegality.
  • Evidence of competing interests influencing research results.
  • Request of the author(s).

Actions when retracting a paper will be:

  • Include in the paper document the word "Retracted".
  • Publish a statement of the reasons for the retraction, signed by the editor-in-chief, and with the names of those involved.
  • A DOI will be assigned to the retraction announcement.

 

Papers elimination

This will only occur:

  • When the work is clearly defamatory or infringes other legal rights.
  • When a work is subject to a court order.

When a work is removed, the metadata (authorship and title) will be retained and the text will be replaced by a document stating that the article has been removed, along with the reasons.
